In 1993, amidst the devastating floods that ravaged the Midwest, James Scott, a 24-year-old resident of Quincy, Illinois, was convicted under a highly questionable application of Missouri's "causing a catastrophe" law. Accused of intentionally breaching the West Quincy levee, a charge he vehemently denies, James was scapegoated by local authorities seeking a quick resolution in the face of widespread disaster. Despite no fatalities directly resulting from the levee breach, James received a life sentence, becoming the sole person in Missouri history convicted under this law.
